The Ho Chi Minh City People's Committee has issued multiple directives to various departments and sectors to expedite tasks, ensuring favorable construction conditions and an on-time completion for the VND 10,000-billion flood tide control project.

The Office of the HCMC People's Committee has recently released a notice conveying the conclusions of Vice Chairman Bui Xuan Cuong regarding the project to address tidal flooding in the HCMC area, taking climate change factors into account (Phase 1).
Urgently Executing Tasks in May
Accordingly, HCMC leadership has assigned the Department of Finance to urgently take the lead and coordinate with relevant departments, sectors, and units to implement the conclusions and recommendations of the State Audit Office. They must advise and propose specific tasks for the involved entities, monitor progress, and draft a report from the People's Committee to the State Audit Office before May 30.
The department is also tasked with reviewing and submitting the adjusted total investment capital to the People's Committee for approval, strictly in line with the State Audit Office's conclusions and recommendations.
The Department of Finance will lead and coordinate with relevant departments and units to urgently organize negotiations on the BT (Build-Transfer) contract appendix with the investor regarding the land funds for payment and the adjusted total investment. This task must be conducted in parallel with the completion of the approval procedures to ensure that the BT contract appendix can be signed immediately afterward. A report on this matter must be submitted to the People's Committee before May 30.
Additionally, the department must proactively coordinate and expedite land pricing, the issuance of land use right certificates, and decisions on investment policies. This will fulfill the necessary conditions for the Joint Stock Commercial Bank for Investment and Development of Vietnam (BIDV) and the investor to soon disburse capital to complete the project, with a report due to the People's Committee before May 25.
They must also urgently follow the People's Committee's directives regarding the investment plan for the connecting road into the project at land plot No. 762 Binh Quoi, Binh Quoi Ward, and provide advisory proposals before May 30.
The Department of Agriculture and Rural Development is assigned to lead and coordinate with relevant departments and units to proactively determine land prices and issue land use right certificates for three land plots that have already been allocated to the investor, to be completed before May 30.
They must review the request from Trung Nam An Trieu Co., Ltd. regarding additional disposal sites for dredged materials generated during the process to ensure continuous construction conditions without affecting the project's progress and completion targets.
The department will also proactively review the project's operation process, coordinate with the investor to organize a workshop on operations, and provide advisory proposals before May 25.
Furthermore, they will coordinate with the Office of the People's Committee to submit the (temporary) economic-technical norm set for the project's operations for approval, while proactively urging and reviewing the final settlement of site clearance, reporting before May 30.
The Management Board for Urban Infrastructure Construction Investment Projects is requested to urgently summarize and report on the state monitoring consultancy, moving towards not selecting a new unit, and submit proposals before May 30.
The People's Committee of Binh Hung Commune and Phu Dinh Ward must urgently coordinate with the Department of Agriculture and Rural Development, the Management Board for Urban Infrastructure Construction Investment Projects, the City Police, local commune/ward police, and the investor to completely resolve any obstructions to construction activities outside the site.
Finalizing Land Funds to Reassure the Project Investor
The HCMC People's Committee has also sent a document to the Standing Committee of the Party Committee of the People's Committee regarding the review of land funds designated for the payment of the project's BT contract. Accordingly, the VND 10,000-billion flood tide control project is being implemented under a BT contract dated May 27, 2016, and a BT contract appendix dated November 28, 2025.
The land funds expected to be used for payment to the investor include:

Plot C8A, Area A, South City Urban Area, Tan My Ward (approx. 5,500 m²).

Land plot No. 232 Do Xuan Hop, Phuoc Long Ward (approx. 17,575 m²).

Property No. 118B Tran Dinh Xu, Cau Ong Lanh Ward (445.4 m²).

Land plot No. 1005 Thoai Ngoc Hau, Tan Phu Ward (980.9 m²).

Land plot No. 762 Binh Quoi, Binh Quoi Ward (approx. 3,555.2 m²).

Land plot in Phuoc Long Ward (Nuclear Center) (4.2 hectares).

Land plot No. 299 Dao Tri (formerly No. 290 Dao Tri), Phu Thuận Ward (3.3 hectares).
Regarding progress, HCMC handed over and leased the first 5 land plots in the first quarter of 2026, based on the proposal of the Department of Agriculture and Rural Development.
For the two land plots in Phuoc Long Ward and at 299 Dao Tri, the city will review the legal status and negotiate with the investor in the next contract appendix (by June 30, 2026, at the latest), ensuring compliance with Government Resolution No. 40 and Resolution No. 212.
Through the review process, the People's Committee determined that the two plots (No. 299 Dao Tri, Phu Thuan Ward, and the 4.2-hectare plot in Phuoc Long Ward) do not meet the legal requirements for land allocation or leasing. Consequently, this will affect the payment schedule of the BT contract, as well as the investor's ability to mobilize capital.
Therefore, the People's Committee has directed the Land Fund Development Center to review and propose alternative land funds. Two replacement locations—land plot No. 257 Tran Hưng Dao, Cau Ong Lanh Ward, and land plot No. 79B Ly Thuong Kiet, Tan Hoa Ward—have been deemed compliant with the general policy.
The HCMC People's Committee assessed that resolving these bottlenecks in a timely manner will help accelerate construction progress, ensuring the project is completed no later than the December 31 deadline, as concluded by the Standing Committee and the Executive Committee of the Municipal Party Committee.
