On the morning of July 16, Central Committee Member and Da Nang Party Committee Secretary Le Ngoc Quang, together with the city's working delegation, conducted an on-site survey of the Quan Nam - Thuy Tu Eco-Urban Area (Golden Hills City). During the working session, city leaders directed relevant agencies to accelerate the completion of remaining procedures so the project can resume construction as early as August 2026.
The delegation also included Standing Deputy Secretary of the Party Committee and Chairman of the Da Nang People's Committee Nguyen Manh Hung; Standing Vice Chairman of the City People's Council Tran Phuoc Son; and leaders from various departments and sectors. The working session also marked a concrete step by Da Nang in realizing the Central Government's policy on resolving stalled projects, while paving the way for Golden Hills City to enter a new phase of development.
Golden Hills City: The First Project Resolved Under the Special Mechanism
For many years, a number of large-scale projects in Da Nang have been stalled due to legal obstacles, leaving land resources, investment capital, and development opportunities underutilized.
Implementing the directives under Conclusion No. 77/2024 of the Politburo, National Assembly Resolution No. 170/2024/QH15, and Resolution No. 29/2026/QH16 on special mechanisms for resolving stalled projects, Da Nang has rolled out a comprehensive set of solutions to remove obstacles, improve the investment environment, and unlock resources for development.
At the site survey, Mr. Le Ngoc Quang, Secretary of the Da Nang Party Committee, stated that Golden Hills City is the first project to be resolved under the National Assembly's special mechanism. This stands as clear evidence of the effectiveness of coordination between the Central Government, local authorities, and enterprises in resolving long-stalled projects.
"Bringing large-scale projects back into operation not only improves the urban landscape but also unlocks development resources, creates jobs, ensures social order and security, and makes an important contribution to the city's socio-economic growth," Secretary Le Ngoc Quang emphasized.

According to Secretary Le Ngoc Quang, Golden Hills City holds a strategic location backed by a well-developed infrastructure system. Once completed, the project will become a key landmark of the Northwest region, contributing to the expansion of urban space, attracting investment, and creating new growth momentum for the city. For Da Nang, unlocking Golden Hills City not only resolves a single stalled project but also opens the way for the effective utilization of land resources, infrastructure, and investment capital across the Northwest area.

The City Stands Behind It, the Enterprise Accelerates
Earlier, in early July 2026, the Da Nang People's Committee issued Decision No. 3007, approving the investment policy adjustment for the Quan Nam - Thuy Tu Eco-Urban Area project, raising its total investment from approximately VND 4,400 billion to nearly VND 15,500 billion. Under the adjusted plan, Trungnam will continue to synchronously invest in 3,020 low-rise residential units, 6 mixed-use apartment towers combined with services, commercial facilities, and a social infrastructure system including schools, healthcare facilities, sports areas, and cultural works — aiming to form a modern, synchronized urban area in Northwest Da Nang.
At the working session, the Party Committee Secretary directed relevant authorities to continue completing the remaining legal procedures and to review progress milestones with the goal of shortening implementation timelines: "Everything within the city's authority, we will review and decide on as soon as possible; matters beyond our authority will be proactively coordinated with central ministries and agencies to resolve as quickly as possible for the enterprise."
These decisive directives from city leadership lay an important foundation for Golden Hills City to enter a new implementation phase after years of obstacles. As legal procedures are progressively completed, Trungnam will focus its resources on implementing the items under the approved master plan, investing synchronously in technical infrastructure, social infrastructure, and service facilities — contributing, together with Da Nang, to forming a new growth pole in the Northwest region, expanding urban space, and enhancing the appeal of the investment environment.
