The Department of Industry and Trade of Khanh Hoa Province has issued an official document announcing the evaluation results of the Feasibility Study Report (FSR) dossier for the Ca Na LNG Thermal Power Plant Project.
According to Decision No. 339/QD-UBND of the People's Committee of Khanh Hoa Province approving investor selection results for the Ca Na LNG Thermal Power Plant Project, the Trung Nam - Sideros River joint venture emerged as the winning bidder.
This is one of the key energy sector projects under Power Development Plan VIII (PDP8), expected to add large-scale LNG power capacity to the national power system before 2030.
Aligning with National Energy Development Strategy
Regarding the alignment of basic design with planning as the basis for project formulation, the Department of Industry and Trade of Khanh Hoa Province assessed that the Project aligns with national energy development orientations under the guiding viewpoints in Politburo Resolution No. 70-NQ/TW dated August 20, 2025 on ensuring national energy security up to 2030, vision to 2045.
According to Decision No. 262/QD-TTg dated April 1, 2024 approving the Implementation Plan for the National Power Development Plan for 2021–2030, vision to 2050, the Ca Na LNG Thermal Power Plant project is explicitly included in the list of prioritized LNG thermal power projects slated for operation in the 2023–2030 period.
The project also conforms to the national power development plan under Decision No. 768/QD-TTg approving the National Power Development Plan for 2021–2030, vision to 2050, specifying that the Khanh Hoa area will host the Ca Na LNG Thermal Power Plant project with a 1,500 MW capacity operating in the 2025–2030 period.
"The scale and land use area of the Ca Na LNG Thermal Power Plant project presented in the dossier comply with approved decisions, plans, and the project pre-feasibility study phase, including approved planning schemes," the document stated.

Contributing to Stabilizing Power Supply for the Southern Key Economic Region
Regarding regional development planning alignment, the Department of Industry and Trade of Khanh Hoa Province evaluated that constructing the Ca Na LNG Thermal Power Plant will help stabilize power supply for the Southern Key Economic Region—the country's largest economic hub.
Once operational, the project will play a vital role in supplying electricity to the southern load center, safeguarding energy security for the southern power grid as well as the national grid. Similar to other LNG power plants in the system, the Ca Na LNG Thermal Power Plant will cover the mid-load section of Vietnam's power system load curve.
Additionally, the presence of the Ca Na LNG Thermal Power Plant will serve as a key factor attracting investors to regional economic development, increasing job demand and significantly boosting local economic growth.
Furthermore, under the planned location of major hub LNG storage terminals in the region (projected for Hon Me in Thanh Hoa Province and Van Phong Bay area in Khanh Hoa Province), the proposed location for Ca Na LNG storage terminal lies near the planned regional hub storage terminal at Van Phong Bay (Khanh Hoa Province). This provides favorable conditions for backup LNG supply to the plant via sea or pipeline.
"The Feasibility Study Report for the construction of the Ca Na LNG Thermal Power Plant project meets all requirements upon finalizing requested contents for consolidation, submission for approval, and implementation of subsequent steps," emphasized the document from Khanh Hoa Department of Industry and Trade.

Additionally, the Department of Industry and Trade noted that under environmental protection laws, "The decision approving Environmental Impact Assessment (EIA) evaluation results serves as one of the prerequisites for project approval and construction investment decision." Therefore, the Project is only eligible for regulatory approval after its Environmental Impact Assessment (EIA) Report is evaluated and approved by specialized authorities. The investor bears full responsibility for project approval. The appraisal result of the Department of Industry and Trade does not replace the investor's responsibility in approving the Project Feasibility Study Report.
The investor shall proceed to appraise and approve the Project to implement subsequent steps, take responsibility for approval results, and report approval results to the Department of Industry and Trade as required.
The Ca Na LNG Thermal Power Plant Project has a total capacity of 1,500 MW with total investment capital exceeding VND 57,300 billion. Total project execution costs utilize direct investment capital from the investor. The winning bid electricity price was approved at VND 3,294.22/kWh.
The project is deployed in Ca Na commune across a total land and water surface area of approximately 265.7 hectares. Of which, the power plant complex and technical corridor occupy around 33.4 hectares; the remaining area comprises water surface serving the LNG port terminal system and related facilities.
Under the approved plan, the project includes a 1,500 MW LNG combined cycle gas turbine thermal power plant, alongside an LNG storage terminal and regasification system with a capacity of 1.0–1.2 million tons/year. Project LNG infrastructure includes one LNG storage tank with a capacity of approximately 220,000 m³, an LNG supply pipeline route, an LNG import jetty, an Eastern breakwater approximately 2,400 m long, and auxiliary infrastructure serving the gas import terminal.
Regarding schedule, the project must complete construction and enter operation prior to December 31, 2030. Operational duration for the project is 50 years, calculated from the time the investor receives land allocation, lease decisions, or land use purpose conversion approval under legal regulations.
