The Decision marks an important milestone in Trungnam Group's investment expansion strategy while opening up opportunities for developing large-scale energy projects in Northern Vietnam.

Total Investment Capital Over VND 4,000 Billion

According to the approved decision, the Dinh Lap 5 Wind Power Plant features a designed capacity of 100 MW, total investment capital of VND 4,079.5 billion, and is scheduled for commercial operation in Q4/2028 across Dinh Lap, Kien Moc, and Chau Son communes in Lang Son province. Dinh Lap 5 Wind Power Plant marks the pioneering project that paved the way for Trungnam Group's journey in developing large-scale energy projects across Northern Vietnam.

According to plans, the investment preparation phase spans from Q3/2026 to Q2/2027; project execution phase runs from Q3/2027 to Q3/2028; and completion for commercial operation and exploitation is targeted for Q4/2028.

Regarding technical infrastructure, the project includes a wind turbine system and auxiliary equipment, an internal medium-voltage cable network, a 2x63 MVA 220 kV step-up substation, and a dual-circuit 220 kV transmission line connecting to the national grid.

Synchronously investing in generation and grid-connection infrastructure forms a vital foundation to bring power sources into operation, contributing to unlocking local wind energy potential.

Initiating the Journey of Large-Scale Energy Development in the North

For Trungnam Group, Dinh Lap 5 is not merely a new wind power project, but a strategic step in expanding its investment footprint. Following successful energy and infrastructure developments across key regions in Central Vietnam, the Central Highlands, Southern Vietnam, and the Mekong Delta, investing in the North demonstrates a vision to continuously seek and capture new investment opportunities tied to power supply growth and national energy security requirements.

Mr. Nguyen Tam Thinh, Chairman of the Board of Directors of the Group, shared: "The project plays a special role as Trungnam realizes major development targets in Northern Vietnam for the first time, contributing to double-digit local economic growth goals. The Dinh Lap 5 Wind Power Plant is expected to operate in 2028, directly raising the renewable energy ratio for Lang Son province, ensuring required power supply to the Northern regional grid and national renewable energy sector."

Amid rapidly rising power demand, according to the report on power supply solutions for 2024–2030 and adjusted PDP VIII (10418/BC-VPCP) up to 2028, capacity shortfall is projected at approximately 5,914 MW, with an energy output deficit of around 7.78 billion kWh (specifically in the North, capacity shortfall is about 6,495 MW and output deficit around 7.75 billion kWh). The project will add on-site power generation, diversify the energy mix, enhance local energy autonomy, and reduce pressure on the national grid—ensuring a safe and stable local energy supply.

Leveraging extensive experience in energy infrastructure investment, construction, and development, Trungnam aims to optimize project execution capacity, strengthen connections between generation sources and transmission systems, and explore further development opportunities in the North. The Dinh Lap 5 project is expected to lay the foundation for this journey, opening opportunities for deeper participation in regional energy markets.

With practical experience executing projects across diverse geographical terrains, Trungnam commits to fully complying with regulatory procedures, collaborating closely with local government tiers and functional agencies to ensure compliance regarding land use, construction, environmental protection, and cultural heritage conservation—especially adapting to the unique geological characteristics of Northern Vietnam.

Building on the milestone of Dinh Lap 5, Trungnam Group reaffirms its commitment to developing utility-scale energy projects, efficiently tapping regional natural potential, adding resources to the national power system, and accompanying Vietnam's sustainable energy transition goals.
