On October 30, the People's Committee of Dak Lak Province issued a decision approving the investment policy and investor selection for the Ea Sin Wind Power Plant Project, featuring a designed capacity of 77 MW and total investment capital of over VND 2,893 billion.

According to this Decision, the two investors executing the project are Trung Nam Construction Investment Joint Stock Company and Trung Nam Renewable Energy Joint Stock Company.
The Ea Sin Wind Power Plant Project is located in Cu Pong and Ea Khal communes, Dak Lak province, aiming to generate electricity from renewable energy sources, transmit, and distribute power.
The plant has a designed capacity of 77 MW, utilizing approximately 26.804 hectares of land under fixed-term lease and about 19.8 hectares of temporary land. The operational lifespan of the project is 50 years, starting from the date of the land lease and the land-use purpose conversion decisions.
Total investment capital for the project exceeds VND 2,893 billion, including nearly VND 434 billion in investor equity and over VND 2,459 billion in mobilized capital. Trung Nam Construction Investment JSC contributes over VND 368.8 billion (accounting for 85%), and Trung Nam Renewable Energy JSC contributes over VND 65 billion (accounting for 15%). The equity contribution will be disbursed in cash in accordance with project execution progress.
Under the approved plan, the project will complete investment and basic construction procedures, entering commercial operation in Q4/2028.
Regarding construction scope, the project includes wind turbines and connection equipment systems linking turbine towers to a 220/33 kV substation, alongside constructing a 90 MVA 220/33 kV substation serving the Ea Sin Wind Power Plant.
Concurrently, the project invests in constructing a 300 MVA AT3 transformer bay at the 500 kV substation of Ea Nam Wind Power Plant, 500 kV and 220 kV bays, and control, measurement, and protection systems synchronized with the existing 500 kV Ea Nam substation.
The project also includes constructing a 220 kV transmission line (comprising single-circuit and 3-circuit sections shared and co-invested with the Ea Sin 2 Wind Power Plant project) connecting Ea Sin Wind Power Plant to the 500 kV substation of Ea Nam Wind Power Plant. Electricity generated by Ea Sin Wind Power Plant will be supplied to the national power grid.
