SIGNING OF THE INVESTMENT AND BUSINESS CONTRACT FOR THE CÀ NÁ LNG THERMAL POWER PLANT PROJECT

On the afternoon of 10/4/2026, the Khanh Hoa Provincial People’s Committee and the Trung Nam – Sideros River Consortium held the ceremony to sign the investment and business contract for the Cà Ná LNG Thermal Power Plant Project, and the ceremony to sign the credit contract for the Cà Ná Port Berth Area Project Phase 1 – Cà Ná General Port, officially establishing the rights and obligations between the state authority and the investor consortium to implement the project.

 

The signing ceremony was attended by Nguyen Hoang Long, Vice Minister of Industry and Trade; leaders of the Khanh Hoa Provincial People’s Committee; relevant departments and agencies; representatives of the Trung Nam – Sideros River Consortium; and related domestic and foreign enterprises.
 
 The ceremony aims to realize the orientations under Decision No. 500/QD-TTg approving the National Power Development Plan for the 2021–2030 period, with a vision to 2050, and Decision No. 768/QD-TTg dated 15/4/2025 on planning adjustments. This is also the first LNG project to win a bid under the international bidding approach in Power Development Plan VIII, in line with the spirit of developing energy supply and infrastructure, ensuring firm energy security, and meeting the growth requirements of Resolution No. 70-NQ/TW dated 20/8/2025 of the Politburo.

Mr. Nguyen Tam Thinh – Chairman of Trung Nam Group (Trungnam) affirmed that Trungnam commits to carrying out the task assigned by the Government, placing national interests above all, and will bring the project into initial operation in 2030.


Expected to contribute 9 billion kWh/year to the national power system

The Cà Ná LNG Thermal Power Plant is planned at a scale comprising: one LNG-fired combined-cycle gas turbine power plant with a capacity of 1,500 MW, expected to contribute 9 billion kWh/year to the national power system; an LNG storage, port and regasification system with a capacity of 1.0 to 1.2 million tons of LNG/year; one 220,000 m³ storage tank; one LNG import jetty; an eastern breakwater 2,400 m long; and other auxiliary technical infrastructure items serving project operation.

The total land and water area used by the project is approximately 139.76 ha, including about 28.06 ha of land area and about 111.70 ha of water area. The total estimated implementation cost is VND 57,385 billion.

The investment schedule is determined with the objective of completing construction and putting the project into operation in 2030.

Mr. Nguyen Tam Thinh – Chairman of Trung Nam Group (Trungnam) affirmed that, on the basis of being a leading renewable energy enterprise in Southeast Asia, Trungnam commits to carrying out the task assigned by the Government, placing national interests above all, and will bring the project into initial operation in 2030.

Implementing the Cà Ná LNG project creates conditions to expand the energy value chain, enhance competitiveness, and gradually create advantages of a central LNG port and storage hub for the Central and Southern regions, with the advantages of a deep-water port and stable geological conditions.

Speaking at the ceremony, Mr. Trinh Minh Hoang, Vice Chairman of the Khanh Hoa Provincial People’s Committee, emphasized that the project is not only a large-scale energy project but also contributes to forming a foundation for industrial, service, and infrastructure development in Khanh Hoa Province. From there, it will gradually shape an industrial hub, form a complete value chain, a renewable energy industrial services center, and increase Vietnam’s competitiveness on the global renewable energy map.

Also at the ceremony, a particularly important infrastructure component within the Cà Ná Industrial–Energy Complex was signed: the credit contract for the Cà Ná Port Berth Area Project Phase 1 – Cà Ná General Port between Cà Ná General Port and the Vietnam Development Bank (VDB), with a maximum mobilized capital of VND 3,000 billion and a commitment to disburse before 30/06/2027, thereby contributing to completing the port–logistics infrastructure system and creating a foundation for implementing large-scale energy projects in the region. This is a commitment demonstrating the sustainable investment strategy and long-term vision of the Energy Complex – Logistics Port – Green Industrial Park implemented by Trungnam.

Cà Ná General Port is oriented to develop into a deep-water port capable of receiving vessels with deadweight tonnage from 300,000 to 500,000 tons. At the same time, the area will form a logistics center connected by road, expressways, and railway in the future. In addition, Cà Ná is expected to become a multi-functional aggregation point serving import–export and transshipment, especially for renewable energy fields such as wind power and offshore wind power, as well as port services for oversized and overweight cargo in the region.

Long-term development vision

With nearly 1.6 GW of renewable energy capacity already connected to the national grid, Trungnam continues to affirm its capability in implementing key energy projects. These orientations are consistent with the objective of shifting the power source structure toward gradually reducing the share of coal-fired thermal power, prioritizing the development of domestic gas power, while expanding projects using imported LNG and building synchronized LNG import infrastructure at an appropriate scale. On that basis, the enterprise aims to develop a new energy value chain, including the production of hydrogen and ammonia (NH₃) in the future.

Through the industrial project complex including the Industrial Park – LNG Thermal Power Plant – Trung Nam Cà Ná International Port, Trungnam positions itself as a large-scale private economic group with international competitiveness. This spirit aligns with the orientation of Resolution 68 on developing the private economic sector into a leading force, supporting domestic enterprises to participate more deeply in the global value chain. Accordingly, the project is expected to make an important contribution to the development process, making industry and energy the growth pillars of Khanh Hoa Province in the new period.
