GROUNDBREAKING CEREMONY FOR PHASE 1 OF HCMC TIDAL FLOOD CONTROL PROJECT

Ho Chi Minh City (HCMC), June 26, 2016 - Trung Nam Construction Investment Joint Stock Company (Trungnam Group), investor of the project "Tidal Flood Control in Ho Chi Minh City Considering Climate Change Factors (Phase 1)", solemnly held the groundbreaking ceremony at Lotus Port, District 7, HCMC. This is a vital event for HCMC residents as it directly addresses prolonged tidal flooding issues experienced over past years.

Geographically, HCMC borders the East Sea and major rivers directly affected by ocean tides, such as the Saigon, Dong Nai, Soai Rap, and Vam Co Dong rivers. Currently, over 60% of the city's ground surface is below peak tide levels, and approximately 70% lies on soft soil that is undergoing land subsidence. Under the combined impacts of climate change, rapid urbanization, rising tides, and land subsidence, tidal flooding has become increasingly severe.

The HCMC master plan, approved by the Prime Minister, includes two main programs: Program 752 (Master Plan 752) for urban drainage and canal dredging, and Program 1547 (Master Plan 1547) for tidal flood control through sluice gates and canal water-level regulation. Among these, Master Plan 1547 represents a massive infrastructure strategy requiring long-term construction and phased investment. The system comprises over 60 km of embankments and tidal-control sluices across rivers and canals to prevent tidal intrusion into the city center while maximizing urban drainage efficiency. Given the overall cost exceeding USD 3 billion, the Ministry of Agriculture and Rural Development reviewed Master Plan 1547 in March 2015, affirming it as the most effective long-term solution against climate change. Consequently, the HCMC People's Committee divided the initiative into multiple phases to attract investment, leading to Phase 1 of the tidal flood control project.

Implemented under a Build-Transfer (BT) contract with an estimated execution timeline of 36 months (2016 – 2018), the project aims to meet urgent targets set by Decision No. 1547/QD-TTg dated October 28, 2008. It controls tidal flooding and proactively responds to climate change across 570 km² of area, serving approximately 6.5 million citizens on the right bank of the Saigon River and in central HCMC. Furthermore, the project actively regulates water levels in canals to enhance urban drainage capacity (by pumping urban wastewater into rivers), supports rainwater storage during low tides, prevents riverbank erosion, and improves the environment. The project zone spans Districts 1, 3, 4, 5, 6, 7, 8, 10, 11, 12, Phu Nhuan, Tan Binh, Tan Phu, Binh Tan, Go Vap, Binh Chanh, Nha Be, Binh Thanh, and Hoc Mon.

Investor Trungnam Group and consulting units designed the technical solution as follows: constructing 6 major tide control sluices including Ben Nghe, Tan Thuan, Phu Xuan, Muong Chuoi, Cay Kho, and Phu Dinh with gate widths ranging from 40m to 160m; building 3 pumping stations at Ben Nghe (12 m³/s), Tan Thuan (24 m³/s), and Phu Dinh (18 m³/s); integrating lock gates and sluice chambers to ensure uninterrupted vessel navigation; constructing 7.8 km of critical dikes/embankments along the Saigon River from Vam Thuat to Song Kinh along with small culverts (1.0m – 10.0m aperture); and installing a centralized SCADA operations management house. Construction sites are located in Districts 1, 4, 7, 8, and Nha Be, Binh Chanh districts.
