The Cay Kho tide control sluice is a major flood control infrastructure item featuring an 80-meter aperture, 3 piers, 2 sluice gates, 1 lock, and 1 operational control building. The facility is being constructed on the Can Giuoc River, connecting Binh Chanh District and Nha Be District.

The Tidal Flood Control Project represents a key flagship initiative for Ho Chi Minh City, contributing to the breakthrough program "Flood Reduction, Climate Change Adaptation, and Sea Level Rise Mitigation," approved for implementation on October 18, 2015, by the 10th Congress of the Ho Chi Minh City Party Committee for the 2015–2020 tenure.

The project is deployed across 7 major work packages, comprising 6 large tide control sluices with apertures ranging from 40 to 160 meters (Ben Nghe, Tan Thuan, Phu Xuan, Muong Chuoi, Cay Kho, Phu Dinh) and a 7.8 km embankment stretch along the Saigon River from Vam Thuat to Song Kinh featuring smaller sluices with apertures under 10 meters. Construction locations span District 1, District 4, District 7, District 8, Nha Be District, and Binh Chanh District.

The project fulfills multiple core functions: controlling high tides and responding to climate change impacts across an area of 570 km² serving approximately 6.5 million residents along the right bank of the Saigon River and central Ho Chi Minh City. Simultaneously, it regulates canal water levels with urban drainage capacity from Master Plan 752 discharge into major rivers via pumping systems installed at project sluices, particularly during combined heavy rainfall and high tide events (enclosed sluice system). Additionally, the project aids in rainwater storage within protected areas during low tides, prevents riverbank erosion, and restores urban landscapes and environmental quality.
