WIND ENERGY ACCOMPANIES DAK LAK PROVINCE, SUSTAINABLE VALUES FOR THE FUTURE

The Ea Nam wind power plant project has a designed capacity of 400 MW, featuring 84 wind turbine towers integrated with a 1.2 km 500kV transmission line, electrical grid infrastructure, and public roads serving the project and local residents. The project is invested by Trung Nam Dak Lak 1 Wind Power Joint Stock Company.

A Key Flagship Project for a Flourishing Dak Lak

The Ea Nam Wind Power Plant, invested by Trung Nam Dak Lak 1 Wind Power, stands as a key flagship wind project for Dak Lak province. With decisive progress in implementation, the project strictly adheres to Prime Minister's Decision 39/2018/QD-TTg and Politburo Resolution 55-NQ/TW on the National Energy Development Strategy. Achieving strong local consensus, the project is expected to execute rapidly to yield economic efficiency and generate green, clean energy for local and regional consumption, with an estimated annual output of approximately 1.1 billion kWh.

The project features a massive scale spanning 6,000 hectares of hilly terrain interspersed with specialized agricultural land and residential areas across 3 communes: Ea Nam, Ea Khal, and Dlie Yang in Ea H'Leo district, Dak Lak province. Trung Nam Dak Lak 1 Wind Power remains fully determined to complete the project; contractors and construction units are mobilizing full forces to bring the project into commercial operation before November this year.

Currently, the most urgent priority involves constructing internal access roads for super-heavy machinery and concreting turbine tower foundations across project zones. Deploying these tasks may temporarily impact daily living activities and the local environment. However, operating in a spirit of partnership with local citizens and authorities, Trung Nam Dak Lak 1 Wind Power continuously seeks community understanding and consensus toward the shared development goals of Ea H'Leo district and Dak Lak province as a whole.

By April 2021, with support from local government tiers and the vast majority of households, the project had substantially completed site-clearance compensation while concurrently leveling land and excavating foundation pits for 84 wind towers. Core wind equipment, such as tower sections, has been gathered at site storage yards. Critical components including turbine blades and generator nacelles (4.2 MW and 5.5 MW capacities) arrived via sea freight at Nam Van Phong and Ba Son ports and are undergoing customs clearance for site delivery.

Trung Nam Dak Lak 1 Wind Power Always Accompanies Local Residents

Throughout execution, Trung Nam Dak Lak 1 Wind Power has fully complied with local mass mobilization and land clearance regulations. Furthermore, Trung Nam Dak Lak 1 Wind Power allocated an additional budget exceeding VND 10 billion in direct financial support for residents affected by noise, crop impacts, or living disruptions in the project vicinity. This financial assistance continues to be reviewed and disbursed systematically to each affected household.

As project investor, Trung Nam Dak Lak 1 Wind Power held multiple corrective meetings, issued formal penalty notices, and terminated contracts with subcontractors and suppliers failing to adhere strictly to site regulations. The investor also instructed contractors to implement enhanced environmental mitigation measures, such as continuously watering haul roads 2 to 5 times daily, observing speed and weight limits, and installing dust suppression netting and safety barricades in vulnerable areas. Trung Nam Dak Lak 1 Wind Power regularly collaborates with local authorities to minimize living disruptions and maintain feedback mechanisms to resolve citizen grievances promptly, earning community trust and support.

Alongside immediate support, Trung Nam Dak Lak 1 Wind Power committed escrow funds to repair local roads affected by project logistics and actively developed community social welfare projects in Ea H'Leo district. Notably, the construction of 11 gratitude houses worth over VND 550 million and community cultural centers across 3 communes (Ea Nam, Ea Khal, Dlie Yang) was integrated into the company's 2021 social responsibility program. Most importantly, once operational, residents will directly benefit from over 54 km of upgraded roads built as part of the project infrastructure.
Dak Lak province and Ea H'Leo district possess excellent natural conditions to become the clean and renewable energy center of the Central Highlands. Dak Lak is "turning disadvantages into advantages," harnessing sun and wind to generate abundant renewable energy to power socio-economic development. Thus, driving energy industrialization is a vital pillar for Dak Lak to enhance its regional connectivity to the national power grid. Trungnam Group remains committed to fulfilling its mission of connecting sustainable values.
