Ninh Thuan is focusing its human resources on implementing Resolution 115/NQ-CP dated August 31, 2018, of the Prime Minister, developing Ninh Thuan into the national renewable energy center.
The Resolution of the 14th Ninh Thuan Provincial Party Congress, tenure 2020–2025, sets the goal that by 2025 the province will become a well-developed locality in the region and nation, serving as a major renewable and clean energy hub. Toward this target, the Provincial Party Committee and People's Committee of Ninh Thuan directed local departments to coordinate with central ministries to formulate energy development plans through 2030, reaching approximately 21,450 MW, including 8,648 MW of solar power, 5,240 MW of wind power, 1,200 MW from Bac Ai pumped-storage hydropower, 6,000 MW from Ca Na LNG gas power, and 362 MW from small and medium hydropower plants.
Public Consensus and Support
Renewable energy has transformed Ninh Thuan from an economically challenged locality into Vietnam's energy capital. Beyond generating substantial revenue for the state budget, clean energy projects deliver practical benefits to local communities. Phuoc Minh commune in Thuan Nam district was once considered one of Ninh Thuan's most arid lands. Local residents relied primarily on agriculture and livestock farming, but with rain-fed crops yielding only one harvest per year, living conditions were extremely difficult.
Today, on this very land, local lives are changing daily thanks to benefits from solar and wind farms. Local workers are employed at these clean energy farms with stable monthly incomes averaging VND 7–8 million per worker.
As a worker at the
Trung Nam Solar Power Plant, Mr. Huynh Van Tien (residing in Phuoc Minh commune, Thuan Nam district) shared that this land used to lie barren due to water scarcity and weather dependency, leading to ineffective farming and hardship. "Ever since the Government licensed enterprises to invest in solar and wind farms, local landowners received fair compensation and support while gaining high-income jobs with stable livelihoods," Mr. Tien said, adding that residents are thrilled that the local "specialties"—sun and wind—once responsible for poverty, have now become key competitive advantages.
As a locality hosting numerous clean energy developers,
Mr. Pham Trong Hung, Chairman of Thuan Bac District People's Committee, stated that 10 clean energy projects are being deployed in the area, 3 of which (Trungnam Group's solar and wind farms, Dam Nai Wind Power, and Xuan Thien Solar) are fully completed and commercially operational. According to Mr. Hung, in line with municipal directives, local authorities engaged in community outreach from day one to ensure that residents understood the vital importance of national clean energy development. Concurrently, transparent policies regarding land acquisition, compensation rates, support, and employment were implemented. As a result, consensus was reached between citizens and authorities, facilitating swift site clearance and enabling investors to meet project schedules.
Mr. Tran Duc Xuyen, Deputy General Director of Trung Nam Construction Investment Joint Stock Company (Trungnam Group), stated that Trungnam Group has executed numerous major clean energy projects in Ninh Thuan. With strong consensus among local residents and authorities, Trungnam Group's projects have progressed smoothly, met their committed schedules, and entered commercial operation, contributing significantly to the national power supply.
