ENERGY SECTOR OPENS DOORS FOR RENEWABLE ENERGY INVESTORS

Ensuring national energy security, creating favorable conditions for the private sector to participate in energy development, and prioritizing the efficient exploitation and utilization of renewable, new, and clean energy sources. These are core highlights of Resolution No. 55-NQ/TW on the orientation of Vietnam's National Energy Development Strategy to 2030, vision to 2045 (Resolution No. 55), issued by the Politburo on February 11, 2020, which enables enterprises to boldly invest in infrastructure to safeguard national energy security.

Based on practical conditions, Resolution No. 55-NQ/TW observes: The energy sector has become a dynamic economic branch, making vital contributions to socio-economic growth and national defense across many localities and nationwide. However, the domestic energy sector faces lingering limitations and challenges in maintaining national energy security: domestic energy supply remains insufficient, driving reliance on growing energy imports; several power projects suffer delays relative to master plans; and key security metrics fluctuate unfavorably. Furthermore, resource management and energy utilization efficiency remain low, while energy infrastructure stays inadequate and uncoordinated.

* Guaranteeing National Energy Security

Resolution No. 55-NQ/TW outlines core guiding principles: firmly safeguarding national energy security; building a synchronous, competitive, and transparent energy market with diversified ownership and business models; and applying market pricing across all energy types. It emphasizes encouraging and enabling all economic sectors, particularly the private sector, to participate in energy development while resolutely eliminating subsidies, monopolies, unfair competition, and opacity. Simultaneously, it advocates balanced, rational, and diversified energy development; prioritizes the maximum and efficient exploitation of renewable, new, and clean energy sources; rationally utilizes domestic fossil fuels, with a focus on national reserves; and prioritizes gas power while systematically reducing coal power's share.
